The Assembly of States Parties of the International Criminal Court
The eleventh session of the Meeting of the Assembly of States Parties of the International Criminal Court is concluded yesterday, on 21st November 2012. The meeting is held in the period from 14th to 21st November 2012 in The Hague, Netherlands in the headquarters of the ICC.
The Arab Center for Independence of the Judiciary and the Legal Professions (ACIJLP), coordinator of the Arab Coalition for the International Criminal Court has participated in the meeting through a non-government delegation in the work of this meeting.
The meeting has resulted in many of the outcomes including, the election of a Deputy Prosecutor of the International Criminal Court, as well as the election of the Registrar of the Court.
The meeting has discussed many themes related to the dates of convening the next meeting of the Assembly of States Parties, where it was decided that the meeting of the 12th session will be held in The Hague, Netherlands, from 20th to 28th November 2013, and the 13th e meeting of the ASP will be held in New York, USA.
The meeting has also addressed many themes relating to the ICC, the Rome statute, and the organizational structure of the ICC. In addition to, the amendments to the Rome Statute, the Rules of Procedure and Evidence, the ICC’s strategy on victims, and reviewing many of the reports submitted by the ICC regarding its activities for the year 2011.
The meeting also discussed many of the reports issued by the Bureau of the Assembly of States Parties to the International Criminal Court on the cooperation and non-cooperation of States with the court, and the Bureau's report on the action plan to achieve the universality of the Rome Statute of the International Criminal Court and its full implementation. The meeting also discussed many reports related to the budget of the ICC and many other issues and reports.
It should be noted that the Assembly of States Parties composed of members representing all States Parties to the International Criminal Court which ratified the Rome Statute establishing the ICC. Those states parties are the states upon which judges, Prosecutor, deputies and registrar are elected and nominated by these states and non-State party are not entitled to nominate judges or public prosecutors of the court.
the nomination and election of judges, public prosecutor and his deputies is one of the most important functions entrusted to the Assembly of States Parties, in addition to the fact that the Assembly is responsible for determining the salaries of judges, the public prosecutor, his deputies as well as the Registrar of the Court and their financial allocations.
It should also be noted that only four Arab countries among the Arab countries are members in the Assembly of States Parties to the ICC, namely Jordan, Djibouti, Comoros and Tunisia which have ratified the Rome Statue of the ICC till now .
