The ACIJLP condemns criminal practices against the right to life in Egypt
And calls upon the Egyptian authorities to reduce impunity
The Arab Center for Independence of the Judiciary and Legal Professions (ACIJLP) expresses its unequivocal condemnation of the criminal practices; taking place in Egypt at this time in all its forms and manifestations, and by whomsoever committed, and regardless of their motivation, as criminal and unjustifiable acts that intended primarily to undermine human rights and fundamental freedoms and democracy.
In this context, the ACIJLP deeply condemned the criminal incident witnessed by the Security Directorate of Dakahlia (north of Cairo) at midnight on Tuesday, 24th December 2013, which targeted the building of the Security Directorate of Dakahlia, by blowing up a car bomb, according to information released by the Egyptian Interior Ministry, which resulted in the deaths of 13 person including police men and citizens, in addition to dozens of wounded persons.
The ACIJLP points out that the ugliness of these crimes against the civilian cannot be justified and there should not be interference within the scope of political differences under any circumstances. The ACIJLP calls upon all the political and civil powers to express their rejection of such crimes, which refers to the return to the pre-Civil eras, and demolish the legacy of human civilization and the modern state.
The ACIJLP is deeply concerned over the recurrence of such crimes in Egypt, and at close times, where Egypt witnessed a similar crime on 11/20/2013 targeted bombing a bus leave of the second field army (Arish – Rafah road) and resulted in the death of 10 recruits and 35 injured and wounded.
The ACIJLP calls upon the Egyptian authorities to put an end to impunity for the perpetrators of these crimes from accountability and prosecution and punishment by taking all necessary legislative, administrative and judicial measures and procedures relevant to combating crime and the prosecution and the accountability of those involved in committing these crimes. These measures should take into account ensuring respect for human rights and the rule of law as the fundamental basis for the fight against this kind of crime.
The ACIJLP believes that the recurrence of such crimes can be described as systematic acts. The center calls upon the Egyptian authorities and all political and civil actors to accelerate towards the adoption of programs and mechanisms of transitional justice, and to develop an effective strategy to combat impunity.
The ACIJLP believes that these crimes are committed in a systematic manner which is considered crimes against humanity and fall within the jurisdiction of the International Criminal Court (ICC) and within the most serious crimes of concern to the entire international community. The ACIJLP calls upon the concerned Egyptian authorities to ratify and join the Rome Statute on the International Criminal Court because it falls within the scope of the procedures and measures necessary to combat crimes against humanity in general.
