Launching of Justice Conference for the People
In the context of worsening the situation of justice in Egypt, and the challenges witnessed by Egypt, some of it represented in the executive authority pursues the same ways of prejudice to the independence of the judiciary, and is seeking to control the judicial institution because of its resistant role against domination and political despotism, and the reality of the judicial organization which is hard to develop, under a judicial institution sink into stagnation, and stands at a distance far from the international standards for the independence of the judiciary and legislation regulating the judicial work which are not compatible with the proper administration of justice, as well as the strained relationship between the three state authorities, the Arab Center for the independence of the Judiciary and the Legal Profession (ACIJLP) is preparing a conference on "Justice for the People."
This conference is an initiative from the Egyptian society, with its different intellectual, political and legal spectrums in order to assert that the justice system and its requirements is larger than the conflict taking place at this time, about the law of judicial authority, in an attempt to bring justice from the state of polarization, and as a belief that the justice system including legislation, judges, assistants to judges, lawyers and judicial institutions is mainly to achieve judicial satisfaction and prompt justice for the citizens, and to prove that the efficiency, integrity, independence and transparency of all the components of justice, although it is exercised by judges and lawyers, but eventually it is exercised for the benefit of the people.
In its conference "Justice for the people", the ACIJLP aimed to put visions and perceptions towards supporting elements of prompt justice, through a provision applied by a fair judge, assisted by efficient assistants under a firm judicial system, and to ensure activation of the elements of fair and equitable trials in a climate helps all to perform their role, which will lead to decided on cases in a correct way in a appropriate time, accessible procedures and adequate implementation of the safeguards.
In this context, the conference on "justice for the people" addresses many of the problems that hinder prompt justice, such as the problems of slow action litigation, inefficient expertise as appropriate, Inaction for the preparation of administrative assistants qualified practically, technically and morally, lack of real and effective training to judges, prosecutors and lawyers, the absence of objective and transparent criteria for the appointment of judges and lawyers and the vast amount of relevant legislation.
The conference will be attended by many judges, prosecutors, lawyers, law professors and parliamentarians, as well as many political parties, media figures, and activists in the field of human rights, who will form the technical committees of the Conference, which include: -
· A committee to facilitate access to justice, and to facilitate the litigation procedures.
· A committee on guarantees of fair and equitable trial.
· A committee on guarantees the rights of the accused and the victims
· A committee for activating the judicial rulings.
· A committee on the rights and guarantees of judges.
· A Committee for Independence of the Judiciary
· A Committee on the Rights and guarantees of lawyers.
· A Committee for appointment of Justice's professionals (judges and lawyers).
· Committee for the continuous training and rehabilitation (for judges and lawyers).
· A Committee for the development of the performance of the administrative system of justice (registrars, secretaries and experts – buildings of courts and prosecution - mechanization of prosecutors and the courts).
· A Committee for the harmonization of national legislation with international obligations and commitments.
· A Committee for the institutional reform of the judicial bodies (the ordinary courts - the State Council - the Constitutional Court - the State Lawsuits Authority - Administrative Prosecution Authority).
