The Egyptian lawyer Mr. Nasser Amin, Secretary General of the Arab Center for the Independence of the Judiciary and the Legal Profession (ACIJLP), was selected to sit on the Steering Committee of the International Criminal Bar (ICB). The Steering Committee drafted the Constitution of the ICB and will supervise the ICB until fully established.

 The Steering Committee met in The Hague, Netherlands. Thirty-one jurists, representing all major legal systems and geographical areas of the world, participated in the meeting. Mr. Nasser Amin, Secretary General of the ACIJLP, represented Egypt and North Africa in that meeting, something that is considered an honorable step forward for Arab lawyers in the establishment of an ICB and getting involved in work before the permanent ICC.

 The ICB Constitution, which was drafted by the Steering Committee, was referred to a conference that was held in Montreal, Canada, from 13 to 15 June 2002. Four hundred participants representing 80 countries including lawyers, law professors, criminal law and international law experts participated in that event to adopt the ICB Constitution. Mr. Nasser Amin invited lawyers from the Arab region, including Egyptian lawyers, to participate in that conference.

 The Constitution of the ICB will be extended to the ICC Assembly of States’ Parties on its first meeting in September 2002, for passing it and announcing the launch of establishing the ICB. In case of passing the constitution, the ICB will be established in 2003.

 The ICB aims at regulating work before the ICC, training and preparing lawyers to work with the ICC, and contributing to the development of the ICC Statute.

 Membership of the ICB will include law professors, Bar Associations, NGOs, Law Associations, and individual lawyers. The detailed conditions for joining the ICB will be announced after the ASP passes the ICB Constitution
